Rules in force from 16 January 2021

The provisions below are updated with the contents of the Decree of the President of the Council of Ministers (DPCM) of Gennuary 14, 2021 concerning entry into the Tuscan territory, on the basis of the countries of origin established in annex 20 of the DPCM.

List A

Republic of San Marino, Vatican City State

No obligation

List B

States and territories with low epidemiological risk identified among the States referred to in list C with the Order of the Ministry of Health to be issued.

No obligation

List C

Austria, Belgium, Bulgaria, Cyprus, Croatia, Denmark (including the Faroe Islands and Greenland), Estonia, Finland, France (including Guadeloupe, Martinique, Guyana, RĂ©union, Mayotte and excluding other territories located outside the European continent), Germany, Greece, Ireland, Latvia, Lithuania, Luxembourg, Malta, Netherlands (excluding territories located outside the European continent), Poland, Portugal (including the Azores and Madeira), Czech Republic, Romania, Slovakia, Slovenia, Spain (including territories on the African continent), Sweden, Hungary, Iceland, Norway, Liechtenstein, Switzerland, Andorra, Principality of Monaco.

For those who, in the fourteen days prior to arrival in Italy have stayed in or transited through these states or territories:

Obligation to immediately communicate the entry in Italy to the Department of Prevention at the competent local health unit through the website

Obligation to show to the carrier upon boarding and to anyone in charge of control, a certification of having undergone, in the 48 hours prior to entry into the Italian territory, a molecular of antigen test, carried out by means of a swab and having negative result.
In case of non-presentation of the certificate, the Obligation of fiduciary isolation and health surveillance is imposed for a period of 14 days

List D

Australia, Japan, New Zealand, Republic of Korea, Rwanda, Singapore, Thailand Uruguay; additional states and territories with low epidemiological risk identified among the states referred to in list E by order of the Ministry of Health

Obligation of fiduciary isolation and health surveillance for a period of 14 days

List E

All states and territories not expressly indicated in another list.

Limitation of travel: Travel from Italy to the countries of list E and entry into Italy for those who come from these countries or who have stayed/transited there in the previous 14 days are allowed for:
a) work needs
b) absolute urgency
c) health needs
d) study needs
e) returning home, residence or usual dwelling place
f) entry into the national territory of citizens of EU states, Schengen area, United Kingdom of Great Britain and Northern Ireland, Andorra, Principality of Monaco, Republic of San Marino, Vatican City State and their family members
h) entry into the Italian territory of third-country nationals residing for a long period as well as third-country nationals who have the right of residence, and their respective family members
l) entry into the national territory to join a person to his/her dwell/home/residence even if not cohabiting, with whom there is a proven and stable affectionate relationship.

Obligation of fiduciary isolation and health surveillance for a period of 14 days

Exemptions

Exemptions from the obligation of fiduciary isolation (C, D, E lists) or from the obligation to attest to having undergone, in the 48 hours prior to entry in Italy, a molecular or antigen test carried out by means of a swab and having negative result (list C):

a) crew of means of transport;
b) traveling employees;
c) movements to and from the Republic of San Marino, Vatican City State
d) to entrance for work reasons regulated by special security protocols, approved by the competent health authority
e) to entrance for non-deferrable reasons, including participation in sporting events at international level, subject to authorization by the Ministry of Health and with the obligation to present to the carrier upon boarding, and to anyone appointed to control procedures, the certificate of having undergone, in the 48 hours prior to entry into the national territory, a molecular or antigen test, carried out by means of a swab and having negative result;
f) anyone who enters Italy for a period not exceeding 120 hours for proven work, health or absolute urgency needs;
g) anyone transiting, by private vehicle, in the Italian territory for a period not exceeding 36 hours;
h) the citizens and residents of the States and territories referred to in the A, B, C and D lists, who enter Italy for proven work reasons, except those who in the previous fourteen days have stayed or transited through one or more states and territories referred to in list C;
i) health care personnel entering Italy to practice professional healthcare;
l) cross-border workers entering and leaving the national territory for proven work reasons and the consequent return to their dwell, house or residence;
m) staff of companies and agencies with registered or secondary offices in Italy who travels abroad for proven working needs that do not exceed 120 hours;
n) officials and agents, however named, of the European Union or international organizations, to diplomatic agents, to diplomatic administrative and technical staff, to consular officials and agents, to military and police personnel, to personnel of the Security Information System of the Republic and to fire-fighters, travelling for duty purposes;
o) pupils and students who attend a study course in a State other than that of residence, home or dwell, to which they return every day or at least once a week;
p) to entrance through "covid-tested" flights in accordance with the Ordinance of the Ministry of Health 11/23/2020 and subsequent amendments.
